Assistant Manager, Facilities Management (Registered Safety Officer - Laboratory Safety)

Hong Kong-Shenzhen Innovation and Technology Park Limited (“HSITP”, a wholly owned subsidiary of the Hong Kong Science & Technology Parks Corporation, is engaged in the planning, building, management, operation and maintenance of the Hong Kong-Shenzhen Innovation & Technology Park at the Lok Ma Chau Loop (“the Loop”).
 
With a site area of 87 hectares, the Loop will be a hub for vigorous technology R&D and collaboration among top-notch international R&D institutions, technology enterprises and talent. The Loop will provide necessary infrastructure, facilities and service support for the innovation and technology (I&T) community; with associated higher education, cultural and creative and other complementary facilities.

Responsibilities:

  • Support the development, implementation, and continuous improvement of the Safety, Health and Environment (SHE) Management System for HSITP, covering laboratories, facilities, and infrastructure
  • Provide professional SHE advice to internal teams, tenants, contractors, and laboratory users to ensure compliance with statutory requirements, corporate policies, and international safety standards
  • Review and update risk assessments, safety protocols, SOPs, method statements, and emergency response plans (fire, chemical, biological, environmental)
  • Oversee SHE compliance throughout the full tenant space lifecycle, including pre‑handover, fit‑out, operation, modifications, and Renovation, Maintenance, Alteration and Addition (RMAA) works, as well as decommissioning
  • Conduct regular inspections, audits, and permit‑to‑work (PTW) assessments across laboratories, common areas, plant rooms, retail/F&B outlets, and work sites; track and verify closure of corrective actions
  • Lead and support incident and near‑miss investigations, conduct root‑cause analyses, and prepare investigation and improvement reports
  • Implement safety programmes such as training, drills, promotions, and emergency preparedness activities
  • Maintain and analyze SHE performance data; prepare reports, dashboards, and presentation materials for management, committees, and regulatory reviews
  • Facilitate external safety audits (e.g., ISO 45001) and liaise with government authorities on occupational safety and health matters
  • Provide expert advisory to enhance safety culture, risk management, and overall SHE performance across the Park
  • Perform any other duties assigned in support of the Park’s SHE and Facilities Management objectives

 

Requirements:

  • Bachelor’s degree in Occupational Health and Safety, Safety Management, Environmental Science, Engineering, Facilities Management, or a related discipline
  • Registered Safety Officer (RSO) under the Factories and Industrial Undertakings Ordinance (FIUO) is required; Registered Safety Auditor (RSA) and IOSH membership are advantages
  • Minimum 6–10 years of OSH experience in facilities management, laboratories, public institutions, I&T, or R&D environments, with exposure to renovation/RMAA works
  • Strong knowledge of Hong Kong OSH and environmental legislation, codes of practice, and ISO 45001 requirements
  • Proven experience in inspections, audits, incident investigation, risk assessment, and emergency planning
  • Proactive, detail‑minded, and solutions‑oriented, with strong analytical and organizational skills
  • Strong communication and stakeholder management skills, capable of working effectively with tenants, contractors, and government officials
  • Good command of written and spoken English and Chinese (including Putonghua)
  • Immediate availability is preferred
  • Work Location: Lok Ma Chau Office (Shuttle bus service & MTR concession scheme is available)
