Associate Director, Ecosystem Development (Biobank)

Hong Kong-Shenzhen Innovation and Technology Park Limited (“HSITP”, a wholly owned subsidiary of the Hong Kong Science & Technology Parks Corporation, is engaged in the planning, building, management, operation and maintenance of the Hong Kong-Shenzhen Innovation & Technology Park at the Lok Ma Chau Loop (“the Loop”).
 
With a site area of 87 hectares, the Loop will be a hub for vigorous technology R&D and collaboration among top-notch international R&D institutions, technology enterprises and talent. The Loop will provide necessary infrastructure, facilities and service support for the innovation and technology (I&T) community; with associated higher education, cultural and creative and other complementary facilities.

Reporting to Director, Ecosystem Development, this role is to drive the development of strategic biobanking and laboratory infrastructure supporting translational research, clinical innovation and commercialization.

 

Responsibilities:

  • Lead the strategic planning, development, governance and operation of biobank and laboratory facilities in alignment with HSITP’s ecosystem strategy
  • Develop sustainable operating and growth models to establish internationally recognized shared infrastructure supporting translational research, precision medicine, advanced therapeutics, AI-driven healthcare and commercialization
  • Build strategic partnerships with government agencies, hospitals, universities, research institutes, pharmaceutical and biotechnology companies, CROs, CDMOs, investors and international organizations
  • Drive cross-boundary and international collaborations, leveraging the GBA and global innovation networks to attract partners, research programmes and investment
  • Oversee laboratory infrastructure, technology platforms, equipment acquisition, facility expansion, service offerings, compliance reporting and operational performance
  • Establish governance frameworks for biospecimen and data management, participant consent, ethics, biosafety, quality assurance, accreditation, risk management and regulatory compliance
  • Drive business development, user acquisition and stakeholder engagement to enhance facility utilization, revenue generation and ecosystem impact
  • Monitor scientific, technological, regulatory and market trends in biobanking, genomics, cell and gene therapies, digital health and translational medicine
  • Perform other duties assigned by senior management

 

Requirements:

  • Master’s degree or above in Life Sciences, Biomedical Sciences, Biotechnology, Healthcare, Biomedical Engineering, Public Health or related disciplines; A PhD is an advantage
  • Minimum 15 years of relevant experience in biobanking, core laboratory facilities, translational R&D or the Life & Health Technology sector, including at least 8 years in leadership or senior management
  • Proven experience in leading large-scale biobanking, laboratory infrastructure, healthcare innovation or ecosystem development initiatives
  • Strong knowledge of biobanking operations, regulatory and ethical frameworks, laboratory quality systems, translational research and precision medicine
  • Demonstrated capabilities in strategic planning, business development, stakeholder management and cross-sector partnership development
  • Established network across government, healthcare, academia and industry in Hong Kong, Mainland China, the GBA and/or internationally
  • Strategic thinker with strong leadership, problem solving, communication, analytical and decision-making skills
  • Excellent interpersonal skills and communication skills
  • Excellent command of written and spoken English, Cantonese and Mandarin
  • Work at the Lok Ma Chau office is required
