Chief Business Development Officer
Hong Kong-Shenzhen Innovation and Technology Park Limited (“HSITP”, a wholly owned subsidiary of the Hong Kong Science & Technology Parks Corporation, is engaged in the planning, building, management, operation and maintenance of the Hong Kong-Shenzhen Innovation & Technology Park at the Lok Ma Chau Loop (“the Loop”).
With a site area of 87 hectares, the Loop will be a hub for vigorous technology R&D and collaboration among top-notch international R&D institutions, technology enterprises and talent. The Loop will provide necessary infrastructure, facilities and service support for the innovation and technology (I&T) community; with associated higher education, cultural and creative and other complementary facilities.
Responsibilities:
- Public-Private Partnership (PPP) Project Management

- Partner with the government and relevant stakeholders to formulate and implement innovative, forward-looking business development strategies to realize the PPP models for Phase 1 (Batches 2 and 3) and Phase 2 developments
- Proactively understand the needs and considerations of potential partners to design attractive, concrete cooperation models and strategies (including but not limited to tendering)
- Formulate and execute appropriate cooperation models and strategies, including necessary due diligence, to select suitable PPP partners
- Lead the structural design and negotiation of PPP agreements with potential partners
- Customer Acquisition & Business Development

- Formulate and implement comprehensive "Go-to-Market" strategies to attract local, Mainland, and overseas clients across the six pillar industries of HSITPL
- Establish and maintain a highly efficient customer acquisition system, including a streamlined team structure, high-caliber talent, and robust sales management processes
- Enhance the market visibility of the I&T Park by building a compelling value proposition, highlighting its competitive advantages, and solidifying its position as the preferred platform for I&T enterprises
- Cultivate a high-performance, customer-centric culture within the team
- Executive Relationship Management

- Serve as the primary external client representative for the company
- Establish and maintain strong, mutually trusting partnerships with senior corporate executives
- Expand business opportunities, deepen collaborative partnerships, and enhance client satisfaction
- Cross-Functional Leadership

- Work closely with other senior management members of the Company
- Coordinate with departments such as Project Development, Ecosystem Development, Corporate Communications, and Facilities Management to respond effectively to client needs
- Foster synergies between enterprises and the park, seamlessly aligning the park’s infrastructure and service capabilities with the core technologies and market momentum of the enterprises
Requirements
- Bachelor’s degree or above in Business, Economics, Marketing, or related disciplines (an MBA is highly preferred)
- Minimum of 20 years of relevant working experience, with at least 10 years in senior management or equivalent positions
- Familiarity with the six pillar industries of HSITPL is preferred
- Experience with land allocation and approval mechanisms is preferred
- Extensive experience and proven leadership in sales and marketing, client management, business development, and commercial negotiation
- A proven track record of successfully managing and expanding large-scale client portfolios
- Demonstrated ability in cross-functional team leadership and talent development
- Ability to establish excellent collaborative relationships with senior government officials, corporate executives, real estate heads, and institutional partners
- Proficient in written and spoken English and Chinese (including Putonghua)
- Frequent Travel or Permanent Work in Lok Ma Chau Office is required (Shuttle bus service & MTR concession scheme is available)
