Chief Project Development Officer

Hong Kong-Shenzhen Innovation and Technology Park Limited (“HSITP”, a wholly owned subsidiary of the Hong Kong Science & Technology Parks Corporation, is engaged in the planning, building, management, operation and maintenance of the Hong Kong-Shenzhen Innovation & Technology Park at the Lok Ma Chau Loop (“the Loop”).
 
With a site area of 87 hectares, the Loop will be a hub for vigorous technology R&D and collaboration among top-notch international R&D institutions, technology enterprises and talent. The Loop will provide necessary infrastructure, facilities and service support for the innovation and technology (I&T) community; with associated higher education, cultural and creative and other complementary facilities.

Reporting to CEO, the Chief Project Development Officer “CPDO” is responsible for leading the Project Development Division for the overall planning, design, and execution of the buildings and infrastructure projects within the Hong Kong-Shenzhen Innovation and Technology Park “HSITPL” at the Lok Ma Chau Loop.
Apart from overseeing the completion of the two buildings in Batch 1A as scheduled, the incumbent is responsible for the design and development of the next 5 buildings in the pipeline, with a mission to accelerate their completion on or before the established project timeline, and the construction costs can be strictly controlled within budget.  The role is also responsible for accelerating the completion of the design and development of Phase 1 infrastructure and public facilities and actively supporting the design and construction of Batch 2 and 3, to ensure the overall development of the Park will be accelerated as planned.

Responsibilities: 

  • Lead the Project Development Division in planning the development of HSITPL
  • Lead the development projects and incorporate the latest technologies into building design, with due consideration to smart and sustainability, cost and time effectiveness within the defined scope by the Board
  • Supervise new project’s feasibility studies including technical and financial analysis, identifying suitable financing and implementation models for HSITPL
  • Ensure effective communication between Project Development Division and relevant government departments for the satisfactory completion of the project in compliance with the required statutory standards and procedures
  • Assist CEO in reporting to the Board and soliciting the Board’s approval on all project matters such as important strategy and contract procurement 
  • Lead Project Development Division and manage the performance of consultants and contractors
  • Work closely with other divisions to incorporate their requirements in the planning of the project, and ensure the smooth handover of project upon completion  
  • Implement and execute all decisions of the Board of Directors to ensure effective enforcement. 
  • Efficiently execute the tasks and assignments delegated by the CEO.

Requirements

  • Bachelor degree or above in Architecture, Building, Civil/Structural Engineering or a construction-related discipline
  • Full member or fellow of HKIA, HKIE, HKIS or other relevant professional bodies; Candidate with Authorized Person qualification is preferred
  • At least 20 years’ post-qualification experience, in which 10 years at senior management level or similar positions is preferred, with extensive experience in managing multi-disciplinary development projects
  • Knowledge of statutory requirements and procedures for development projects in Hong Kong
  • Candidate with working experience in government or statutory bodies is a plus
  • Proven leadership capabilities with experience in managing and motivating teams
  • Strong project management, problem-solving, communication and interpersonal skills
  • Excellent command of spoken/written English and Chinese (including Putonghua)
