Director, Mainland Affairs

Hong Kong-Shenzhen Innovation and Technology Park Limited (“HSITP”, a wholly owned subsidiary of the Hong Kong Science & Technology Parks Corporation, is engaged in the planning, building, management, operation and maintenance of the Hong Kong-Shenzhen Innovation & Technology Park at the Lok Ma Chau Loop (“the Loop”).
 
With a site area of 87 hectares, the Loop will be a hub for vigorous technology R&D and collaboration among top-notch international R&D institutions, technology enterprises and talent. The Loop will provide necessary infrastructure, facilities and service support for the innovation and technology (I&T) community; with associated higher education, cultural and creative and other complementary facilities.

Responsibilities:

1. Cross-Boundary Institutional Connection

  • Drive synergies between Hetao Hong Kong Park (HSITP) and Hetao ShenZhen Park to maximize the competitive advantages of One Zone, Two Parks
  • Drive collaboration initiatives between HSITP with Mainland authorities and industry players, including but not limited to I&T parks, municipal/provincial governments, central agencies, state-owned or private enterprises, to deliver results
  • Propose, negotiate, and implement initiatives for materializing the exclusive policy advantages of ‘4-flows’ to be implemented in Hetao (e.g., streamlined movement of talent, equipment, samples, and data)

 

2. Strategic Liaison & Stakeholder Management

  • Serve as the primary executive point of contact for Mainland government bodies, including the Shenzhen Park management, Guangdong-Hong Kong-Macao Greater Bay Area offices, and relevant ministries (e.g., MOST, NDRC)
  • Build and maintain high-level trust with state-owned enterprises, research institutes, and innovation clusters in the mainland
  • Coordinate with HSITP’s internal teams (legal, operations, Ecosystem, HR, Project Development) to ensure alignment with Mainland policies

 

3. Policy & Regulatory Navigation

  • Monitor and interpret national, provincial, and Shenzhen-specific I&T policies, including but not limited to policies for cross-boundary data flow, IP protection, and taxation
  • Advise CEO and the Board on strategic risks and opportunities arising from Mainland regulatory changes

 

4. Operational & Project Management

  • Oversee assigned projects among HSITP and mainland stakeholders
  • Facilitate rapid resolution of cross-border operational issues
  • Develop standardized protocols for cross-boundary collaboration

 

Requirements:

  • Bachelor’s degree or above in Public Policy, Law, International Relations, Business Administration, or related discipline
  • Minimum 12-15 years of relevant experience, with at least 5 years in a senior leadership role involving mainland affairs, with solid cross-boundary (Mainland-Hong Kong) collaboration experience
  • Proven track record in result delivery of institutional co-operations, ideally within I&T, economic zones, or infrastructure projects
  • Deep understanding of Greater Bay Area policies, Shenzhen’s innovation ecosystem, and national technology strategies
  • Ability to strong grasp legal, fiscal, and administrative differences between Hong Kong and the Mainland, and practical experience in bridging them
  • Proven leadership capabilities with experience in aligning divergent interests across multiple government and corporate entities
  • Strong track record of engaging Mainland officials at bureau level or above, and senior executives in private enterprises
  • Candidates with work experience in government or statutory bodies is a plus
  • Native in Putonghua, fluent English; Able to speak Cantonese is a plus
  • Frequent Travel or Permanent Work in Lok Ma Chau Office is required (Shuttle bus service & MTR concession scheme is available)
