Manager, Facilities Management (Technical)

Hong Kong-Shenzhen Innovation and Technology Park Limited (“HSITP”, a wholly owned subsidiary of the Hong Kong Science & Technology Parks Corporation, is engaged in the planning, building, management, operation and maintenance of the Hong Kong-Shenzhen Innovation & Technology Park at the Lok Ma Chau Loop (“the Loop”).
 
With a site area of 87 hectares, the Loop will be a hub for vigorous technology R&D and collaboration among top-notch international R&D institutions, technology enterprises and talent. The Loop will provide necessary infrastructure, facilities and service support for the innovation and technology (I&T) community; with associated higher education, cultural and creative and other complementary facilities.

The incumbent will assist the Senior Manager, Facilities Management in planning and implementing facilities services to ensure a hygienic, safe, well-equipped and cost-effective environment for users. He/she will ensure the premises are functionally suitable, safe, efficient, and fit for operation. He/she will also lead the outsourcing team to provide effective daily support and drive continuous improvement during the operation stage.

 

Responsibilities:

  • Lead tendering, procurement and vendor management for FM services and system maintenance
  • Drive energy efficiency and sustainability initiatives across facilities
  • Manage budgets, capex and cost control to ensure financial targets are met
  • Plan and implement preventive and corrective maintenance to maintain operational continuity
  • Establish site procedures, SLAs, performance standards and emergency response arrangements
  • Review service performance and manpower deployment, and drive productivity improvements
  • Assess outsourcing opportunities to enhance cost efficiency and service quality
  • Provide maintenance-focused input on building materials, services and systems
  • Liaise with authorities and external parties to support operational needs
  • Oversee tenant fit-out works and ensure compliance with statutory requirements

 

Requirements:

  • Degree in Building Services, Electrical, Mechanical or Fire Services Engineering, Fire Engineering, or related disciplines
  • Minimum 10 years’ facilities management experience, of which at least 4 years should be at managerial level, preferably gained from the property industry
  • Holder of PMP (Tier 1 / Tier 2) Licence is preferred
  • Strong interpersonal, organisational, management and customer service skills
  • A good team player and able to work under pressure
  • Good communication skills with proficiency in both spoken and written Chinese and English
  • Work Location: Lok Ma Chau Office (Shuttle bus service & MTR concession scheme is available)
