Manager, Facilities Management [Soft Services]

Hong Kong-Shenzhen Innovation and Technology Park Limited (“HSITP”, a wholly owned subsidiary of the Hong Kong Science & Technology Parks Corporation, is engaged in the planning, building, management, operation and maintenance of the Hong Kong-Shenzhen Innovation & Technology Park at the Lok Ma Chau Loop (“the Loop”).
 
With a site area of 87 hectares, the Loop will be a hub for vigorous technology R&D and collaboration among top-notch international R&D institutions, technology enterprises and talent. The Loop will provide necessary infrastructure, facilities and service support for the innovation and technology (I&T) community; with associated higher education, cultural and creative and other complementary facilities.

Job Description:

The incumbent will assist the Lead, Facilities Management to plan and to oversee the operations and maintenance of our cutting-edge Innovation and Technology Park.  He/she will be responsible for ensuring the smooth functioning of the facilities by managing all aspects of compliance and safety, hygiene, well-equipped site operation and sustainability with a primary goal to create an optimal environment that fosters innovation and technology, collaboration, and productivity for our campus community. 

 

Responsibilities: 

  • Lead the procurement process for selecting service providers/contractors for facilities management supporting services and system maintenance.
  • Ensure compliance with regulatory requirements, building codes, safety regulations, and environmental standards, especially for Laboratory management and customer satisfaction.
  • Manage tenant fit-out process and related supporting services, ensuring compliance with regulations and ordinances. 
  • Consult with government departments, external organizations, and contractors to obtain necessary information and services, such as transport arrangement, medical and first aid services, weather information, and special performances.
  • Continuously review operations, service standards, and manpower deployment, including work methods, performance benchmarking, and manpower re-engineering for the outsourcing service providers to achieve cost-effectiveness and customer satisfaction.
  • Develop Site Operation Procedures, service level agreements, and performance assessment criteria for supporting services, including emergency procedures and design follow-up programs, to ensure efficient service delivery.
  • Assist to collect market information to prepare for annual budgets, capital works programs, and operating budgets for the facilities, ensuring expenses are maintained within budgetary constraints.
  • Collaborate with the project team to provide comments and recommendations on building materials, services, and systems from a cost-effective maintenance and life cycle cost perspective.
  • Formulate and support the implementation of preventive and corrective maintenance programs with the Technical Team to ensure immediate and effective remedial actions, minimizing critical impact on business operations.
  • Execute regular customer satisfaction surveys, analyzing results, and implementing action plans based on feedback is a plus.
  • Promote and implement sustainable practices throughout the campus, including energy conservation, waste management, and green initiatives.

 

Requirements:

  • Degree in any discipline, preferably from Property Management, Facilities Management or related field 
  • Qualified certification in facility management (e.g., CFM, PMP Tier 1) 
  • Proven experience 8 years in facilities management, in which at least 5 years at managerial level, preferably in a technology-driven or innovation-oriented environment
  • Knowledge of budgeting and financial management principles
  • A good team player and able to work under pressure
  • Strong leadership and interpersonal skills, with the ability to collaborate and communicate effectively with stakeholders at all levels
  • Effective communication skills to address inquiries, resolve issues, and build positive relationships with customers in a proactive approach to identify and implement measures to exceed customer expectations.
  • Proficiency in using facility management software and tools, PC applications
  • Good communication skills with proficiency in both spoken and written Chinese and English
  • Understanding of laboratory accreditation standards and quality assurance processes is a plus
