
Manager, Talent Management and Development
Hong Kong-Shenzhen Innovation and Technology Park Limited (“HSITP”, a wholly owned subsidiary of the Hong Kong Science & Technology Parks Corporation, is engaged in the planning, building, management, operation and maintenance of the Hong Kong-Shenzhen Innovation & Technology Park at the Lok Ma Chau Loop (“the Loop”).
With a site area of 87 hectares, the Loop will be a hub for vigorous technology R&D and collaboration among top-notch international R&D institutions, technology enterprises and talent. The Loop will provide necessary infrastructure, facilities and service support for the innovation and technology (I&T) community; with associated higher education, cultural and creative and other complementary facilities.
With the first three buildings in the Hong Kong area of the Loop nearing completion and set to commence operations this year, the momentum is undeniable. HSITP is racing ahead with the development!
To capitalize on this world-class innovation hub, we are building a dynamic, ambitious and courageous team to shoulder public mission to drive the growth of HSITP. The role focuses on talent development, learning initiatives and fostering a growth mindset and positive workplace culture.
Responsibilities:
1. Talent Management
- Develop and execute talent management strategies, including competency modelling, leadership development, and cross-park employee development programs
- Assist in establishing principles, frameworks and philosophies for talent strategies, for example, talent acquisition and development, performance management and succession planning
- Partner with HRBP to identify critical talent and competence gaps and create action plans to address them
- Collaborate with HRBP and leaders to assess workforce needs and align talent strategies with business goals
- Optimize performance and career growth frameworks to support employee growth and career progression to groom future ready talents
2. Training & Development
- Conduct training needs assessments to identify skill gaps and learning opportunities
- Design, deliver, and evaluate training programs (e.g., leadership development, technical skills, soft skills)
- Design applied learning strategies to ensure knowledge transfer to the workplace
- Manage e-learning platforms, workshops, and certification programs
- Partner with external vendors and internal subject matter experts to enhance learning initiatives
- Track training effectiveness through KPIs and feedback mechanisms
3. Staff Engagement & Culture
- Develop and implement employee engagement initiatives (e.g., surveys, recognition programs, wellness activities).
- Foster a positive workplace culture by promoting diversity, inclusion, and employee well-being
- Organize staff events, town halls, and feedback sessions to enhance morale
- Analyze engagement survey results and recommend action plans for improvement
Requirements:
Qualifications & Skills
- Education: Bachelor’s degree in HR, Organizational Psychology, Business Administration, or related field
- Experience: 5+ years in talent management, L&D, or HR with a focus on engagement
- Certifications: SHRM-CP/SCP, ATD (Association for Talent Development), or similar is a plus
Skills
- Strong facilitation and instructional design skills
- Data-driven mindset with expertise in HR analytics
- Excellent communication, leadership, and interpersonal skills
- Knowledge of LMS (Learning Management Systems) and HRIS tools
- Ability to influence stakeholders at all levels
Language Requirements
- Fluent in English and Chinese (Cantonese & Mandarin), with strong written and verbal communication skills
Travel Flexibility
- Travel to Shenzhen and Lok Ma Chau office may be required
