Senior Manager, Facilities Management (Lab & Safety)
Hong Kong-Shenzhen Innovation and Technology Park Limited (“HSITP”, a wholly owned subsidiary of the Hong Kong Science & Technology Parks Corporation, is engaged in the planning, building, management, operation and maintenance of the Hong Kong-Shenzhen Innovation & Technology Park at the Lok Ma Chau Loop (“the Loop”).
With a site area of 87 hectares, the Loop will be a hub for vigorous technology R&D and collaboration among top-notch international R&D institutions, technology enterprises and talent. The Loop will provide necessary infrastructure, facilities and service support for the innovation and technology (I&T) community; with associated higher education, cultural and creative and other complementary facilities.
Responsibilities:
- Develop and implement strategies, policies, and governance frameworks for laboratory facilities and Safety, Health, and Environment (SHE) to support operational resilience and regulatory compliance
- Lead the planning, reliable operation, and cost-effective enhancement of shared laboratory facilities, specialist infrastructure, utilities, and supporting services
- Oversee tenant onboarding by assessing layouts, equipment, processes, hazardous materials, and utility requirements to ensure alignment with building provisions and safety standards
- Lead the implementation, maintenance, and continuous improvement of the Park-wide SHE management system in compliance with legislation and corporate policies
- Establish systematic processes to identify, assess, and monitor operational and SHE risks across laboratories, offices, retail, F&B, and common areas
- Provide expert leadership on dangerous goods, hazardous materials, technical gases, emergency preparedness, and business continuity
- Lead investigations into significant incidents to implement corrective actions, while managing key relationships with tenants, contractors, and regulatory authorities
Requirements:
- Bachelor’s degree in Occupational Safety and Health, Environmental Science, Engineering, Facilities Management, or a related discipline (Postgraduate degree and relevant professional memberships/certifications are highly advantageous)
- Minimum 10 years of relevant experience in facilities or SHE management within a technical environment (laboratory, R&D, healthcare, higher education, or tech campus), including at least 5 years in a managerial capacity
- Proven track record in managing laboratory facilities and specialist infrastructure (including hazardous materials, dangerous goods, specialty gases, ventilation systems, and utilities) within a multi-tenant environment
- Strong knowledge of Hong Kong safety, environmental, fire, and building legislation, with practical experience implementing SHE management systems (ISO 45001 / ISO 14001 preferred) and managing statutory submissions
- Practical expertise in leading risk assessments, compliance audits, incident investigations, emergency preparedness, corrective action plans, and fostering a proactive safety culture
- Proven ability to manage service providers, contractors, and consultants while collaborating effectively with tenants, researchers, government authorities, and senior management
- Strong leadership, analytical problem-solving, and communication skills; proficient in written and spoken English and Chinese (including Putonghua)
- Work Location: Lok Ma Chau (Shuttle bus service & MTR concession scheme is available)
