Senior Manager, Facilities Management (Operational Planning)
Hong Kong-Shenzhen Innovation and Technology Park Limited (“HSITP”, a wholly owned subsidiary of the Hong Kong Science & Technology Parks Corporation, is engaged in the planning, building, management, operation and maintenance of the Hong Kong-Shenzhen Innovation & Technology Park at the Lok Ma Chau Loop (“the Loop”).
With a site area of 87 hectares, the Loop will be a hub for vigorous technology R&D and collaboration among top-notch international R&D institutions, technology enterprises and talent. The Loop will provide necessary infrastructure, facilities and service support for the innovation and technology (I&T) community; with associated higher education, cultural and creative and other complementary facilities.
The incumbent will report directly to the Associate Director, Facilities Management and lead the strategic and operational planning of Facilities Management to support the phased development and long-term operation of the Hong Kong-Shenzhen Innovation and Technology Park ("the Park"). The role will be responsible for developing a data-driven and ISO-based operational planning framework, ensuring FM resources, capabilities and operational strategies are aligned with the Park's development, occupancy growth and business objectives.
Responsibilities:
- Develop and regularly review the Park-wide FM strategy, operating model and implementation roadmap in alignment with the Park's phased development and corporate objectives
- Lead the development of a data-driven and ISO-based operational planning framework for Facilities Management
- Define operational data requirements, data collection methodologies, KPIs and reporting mechanisms to support evidence-based decision-making
- Analyze operational, asset and occupancy data to forecast service demand, resource requirements and operational risks
- Establish operational planning and performance management practices based on recognized ISO standards and industry best practices
- Translate development and occupancy programmes into FM operational, manpower and resource plans
- Prepare and manage FM operating and capital budgets, including expenditure forecasts and resource optimization recommendations
- Provide strategic FM input during the planning and development of new facilities and infrastructure to enhance operational efficiency, maintainability and resilience
- Lead operational readiness, asset management and handover planning for new developments and facilities
- Work closely with internal and external stakeholders to coordinate FM planning and monitor the implementation of approved plans
- Supervise assigned staff and perform other duties as assigned
Requirements:
- Bachelor’s degree or above in Facilities Management, Engineering, Building Surveying, Property Management, Asset Management, Data Analytics or a related discipline
- Minimum of 12 years' relevant experience in facilities management, operational planning, asset management or complex development projects, including at least 5 years at managerial level
- Proven experience in operational planning, performance management, business analytics or asset management for large-scale developments or facilities portfolios
- Demonstrated capability in developing data-driven operational plans, forecasting models and performance improvement initiatives
- Strong understanding of ISO-based management systems, preferably including ISO 41001, ISO 55001 and ISO 9001
- Strong knowledge of facilities operations, maintenance planning, budgeting and asset life-cycle management
- Experience in science parks, laboratories, advanced manufacturing facilities, research campuses or other mission-critical environments is an advantage
- Experience with CMMS, IWMS, BIM, BMS, smart facility technologies or data analytics platforms is an advantage
- Strong strategic planning, analytical, stakeholder management and leadership skills
- Good command of written and spoken English and Chinese, with proficiency in Putonghua being an advantage
- Work Location: Lok Ma Chau (Shuttle bus service & MTR concession scheme is available)
