Senior Manager, Facilities Management

Hong Kong-Shenzhen Innovation and Technology Park Limited (“HSITP”, a wholly owned subsidiary of the Hong Kong Science & Technology Parks Corporation, is engaged in the planning, building, management, operation and maintenance of the Hong Kong-Shenzhen Innovation & Technology Park at the Lok Ma Chau Loop (“the Loop”).
 
With a site area of 87 hectares, the Loop will be a hub for vigorous technology R&D and collaboration among top-notch international R&D institutions, technology enterprises and talent. The Loop will provide necessary infrastructure, facilities and service support for the innovation and technology (I&T) community; with associated higher education, cultural and creative and other complementary facilities.

The Senior Manager, Facilities Management leads the planning, mobilization and delivery of Park-wide soft facilities services at HSITP. The role ensures public spaces, common areas and tenant-facing facilities are clean, safe, welcoming, sustainable and operationally ready. The incumbent manages outsourced contracts, budgets, service performance and the in-house team to deliver a high-quality, customer-focused and cost-effective experience for tenants, innovators, researchers and visitors.

 

Responsibilities:

  • Develop the soft services strategy, operating model, service standards and mobilization plans
  • Oversee cleaning and hygiene, waste and recycling, landscaping, pest control, security guarding support, visitor services, car park and traffic support, and event operations
  • Lead procurement, tender evaluation, contractor appointment and service mobilization
  • Establish service specifications, SLAs, KPIs, inspections and quality audits, ensuring prompt corrective action for deficiencies
  • Manage budgets, contracts, variations, payment assessments and vendors to achieve value for money while maintaining safety, compliance, service quality and customer experience
  • Collaborate with tenants, internal departments, project teams and service providers to resolve issues and improve campus operations
  • Advise project and design teams on cleaning access, waste logistics, storage, landscape maintainability, people flow and customer touchpoints
  • Drive sustainable and innovative practices, including green cleaning, recycling, smart cleaning, digital inspections, data analytics and IoT-enabled solutions
  • Lead and develop the in-house team, while ensuring outsourced frontline staff receive appropriate training and supervision
  • Maintain contingency and recovery arrangements for adverse weather, major events, incidents and operational disruptions
  • Benchmark performance against leading commercial developments and innovation hubs
  • Prepare regular management reports on service performance, expenditure, risks, customer feedback and improvement actions, using operational data to support informed decision-making and continuous service improvement

 

Requirements:

  • Bachelor’s degree in Facilities Management, Property Management, Hospitality Management, Business Administration or a related discipline
  • At least 12 years’ relevant experience, including five years in a managerial or team leadership role with substantial soft services responsibility
  • Proven experience in large-scale, complex or high-traffic environments such as technology parks, mixed-use developments, campuses, transport facilities or major estates
  • Strong outsourced contract management experience covering cleaning, security guarding, waste, landscaping, pest control and customer-facing services
  • Sound capability in specifications, SLAs, KPIs, audits, budgeting, contract administration and vendor negotiation.
  • Strong customer focus, leadership, problem-solving, communication and stakeholder management skills
  • Good knowledge of Hong Kong statutory requirements, occupational safety, environmental practices and facilities management standards
  • Excellent written and spoken English and Chinese, including Cantonese and Putonghua
  • Experience in mobilization, phased openings, CAFM, digital visitor management, mobile inspections, analytics or IoT solutions is advantageous
  • Able to support emergencies, adverse weather operations and major events outside normal hours
  • Candidates with less experience may be considered for the position of Manager, Facilities Management
  • Work location: Lok Ma Chau Office (Shuttle bus service and MTR concession scheme are available)
